Cindy Curtis has held a wide variety of leadership positions in her 33 years of public service to cities across the state of Virginia. She recently retired as Deputy City Manager for the City of Virginia Beach, where she oversaw a portfolio that included the departments of Parks and Recreation, Human Services, Libraries, Human Resources and Health, as well as the Communications Group, Organization Development Office and Office of Volunteer Resources.
Prior to being named Deputy City Manager, Cindy was the Director of Parks and Recreation for the City of Virginia Beach for eight years. Under her leadership, the department earned its CAPRA re- accreditation.
Before her work in Virginia Beach, Cindy was Deputy Director for the City of Richmond Parks, VA Recreation and Community Facilities; Enterprise Director for the Prince William County, VA Park Authority; and Director of Parks and Recreation for the City of Bedford, VA.
Cindy was an active leader and highly regarded speaker in the Virginia Recreation and Park Society and National Recreation and Park Association. In 2008, Cindy received the VRPS Fellows Award in recognition of her career's body of work. In 2015, Cindy was elected to the 100 Member American Academy of Parks and Recreation Administrators (AAPRA).
